Sancho moved to the Blues last summer after his relationship with former United manager Erik ten Hag broke down.
Chelsea did not pay a loan fee for the player and covered half of his reported £300,000-a-week wages.
The Blues had agreed to an obligation to buy Sancho for a fee of about £25 million if they finished higher than 14th in the Premier League, which they did. However, they have opted to pay to get out of the deal instead.
According to transfer expert Fabrizio Romano, Chelsea did not want to match his current salary at Manchester United which resulted in negotiations breaking down.
United signed the 25-year-old in 2021 from Borussia Dortmund for £73 million and are happy to let the midfielder leave if a suitable offer comes in.
During his time in the Premier League, Sancho has played 89 times, scored 12 goals, and provided 10 assists.
