Bellingham has signed a five-year deal with Dortmund and will be eligible to take part in the Club World Cup that begins on June 14.
The German side, who finished fourth in the Bundesliga, will play their first game against Brazilian side Fluminense FC on 17 June before facing South African champions Mamelodi Sundowns four days later and then Ulsan HD FC in their final group stage game on 25 June.
Over two seasons, Bellingham made 70 appearances for Sunderland. The midfielder's final game for the club came in the Championship play-off final, where they beat Sheffield United 2-1 to return to the Premier League after a nine-year absence.
Speaking about his move, Bellingham told BVB-TV: "It's an incredible feeling [joining Dortmund]. It's a great privilege, because it's the dream of many players - and for a few weeks now it's been my dream too. I'm very happy to be here."
He continued: "I had to think about it [the move] for a very long time. Not because of anything to do with the club, but because of my history, my personal journey with Sunderland. I weighed it up for a long time and I know the fans were a bit worried, but I thought long and hard about it. That's why I'm sure it's the right decision."
Jobe follows in the footsteps of his brother Jude, who made 93 appearances across three seasons for BVB.
